Internal and external lighting replacement

On June 11, 2015 an agreement was signed between the Cegłów Commune and the Contractor selected in an open tender procedure to implement the task entitled 'Internal and external lighting replacement with energy saving LED solutions in the public utility buildings located in the Cegłów Commune under the project entitled ' Reduction of heat loss via thermal performance improvement of public utility buildings located in the Cegłów Commune'. On behalf of the Contractor the agreement was signed by the company owner, Mr Sławomir Sobkowicz and on behalf of the Commune Self-government by the Head of the Cegłów Commune, Mr Marcin Uchman together with the Treasurer Ms Milena Dąbrowska. The task value amounts to PLN 124,152.71 pursuant to the bid made by the Contractor. The ultimate aim to be achieved under the concluded agreement is the replacement of the existing lighting with energy saving LED solutions. The works are to be completed by August 25, 2015 at the latest.

EEA Picnic

On May, 22 2015 at the School Unit in Cegłów an EEA Picnic was held as a part of the project promotion activities. The event was inaugurated by the Head of the Cegłów Commune, Mr Marcin Uchman. The organisers prepared stands of the Donor States - Norway, Iceland and Liechtenstein. Local press representatives were also invited to promote and enhance bilateral cooperation between the Donor States and Poland. During the EEA Picnic the project assumptions as well as the progress of the on-going works were presented. At the end of the event prizes were granted to the participants of competitions related to the EEA and the implemented project issues.

Promotion Plan Implementation

On April 22, 2015 an agreement was signed by the Cegłów Commune and the Contractor - White Paper Agency Sp. z o.o. on completing the task entitled Promotion Plan Implementation under the project entitled 'Reduction of heat loss via thermal performance improvement of public utility buildings located in the Cegłów Commune'. On behalf of the Commune Self-government the agreement was signed by the Head of the Cegłów Commune, Mr Marcin Uchman together with the Treasurer Ms Milena Dąbrowska. The task value amounts to PLN 42,600.00 pursuant to the bid made by the Contractor. The concluded agreement covers the organisation of conferences, development of a website, leaflet preparation and printing, production of information boards, and broadcasting promotional material on television.

Thermal performance improvement of the School Unit in Cegłów in progress

The thermal performance improvement of the public utility buildings located in the Cegłów Commune has been commenced under the project entitled ' Reduction of heat loss via thermal performance improvement of public utility buildings located in the Cegłów Commune' within the framework of the European Economic Area (EEA) Financial Mechanism 2009-2014 (Norway Grants). The total project value is PLN 1,074,339.00 and 80% of eligible expenditures in this project was covered with external funding. The project contributes to the enhanced energy efficiency in the facilities of the School Unit in Cegłów, the Cegłów Commune Office and the School Unit in Piaseczno by means of thermal performance improvement, lighting replacement with energy saving solutions as well as boiler replacement and modernisation of the central heating installation in Piaseczno. The thermal performance improvement works are underway in the School Unit in Cegłów and in accordance with the agreement those works are to be completed by August 31 this year.

Thermal performance improvement of the Pre-school, Primary and Junior High School Unit building in Cegłów

On December 23, 2014 an agreement was signed between the Cegłów Commune and the Contractor selected in an open tender procedure to implement a task entitled 'Reduction of heat loss via thermal performance improvement of public utility buildings located in the Cegłów Commune - Thermal performance improvement of the Pre-school, Primary and Junior High School Unit building in Cegłów'. On behalf of the Contractor the agreement was signed by the company owner, Mr Jacek Kuciński and on behalf of the Commune Self-government by the Deputy Head of the Cegłów Commune, Mr Dariusz Uchman together with the Treasurer Ms Milena Dąbrowska. The task value amounts to PLN 397,068.88 pursuant to the bid made by the Contractor. The ultimate aim to be achieved under the concluded agreement is the thermal insulation of the external walls together with the façade. The works are to be completed by August 31, 2015 at the latest.

  • General information

    The Norwegian Financial Mechanism and the European Economic Area Financial Mechanism (i.e. so-called Norway grants and EEA grants) constitute a form of non-refundable foreign aid granted by Norway, Iceland and Liechtenstein to new EU members. The funds are connected with Poland’s accession to the European Economic Area (EU + Iceland, Liechtenstein, Norway). In return for the financial aid the donor states have access to the European Union internal market (although they are not EU member states). Currently, the second funding period of the Norway and EEA grants is underway (years 2009-2014). The previous funding period related to years 2004-2009.

  • Objectives

    The overall objectives of the EEA and Norway grants are as follows: contributing to the reduction of economic and social disparities in the European Economic Area and strengthening the bilateral relations between the Donor States and the Beneficiary State.

  • Beneficiary States

    The Beneficiary States of the EEA and Norway grants are 16 EU member states - 12 countries which joined the common market in 2004 and 2007 as well as Spain, Portugal, Greece and Croatia.

  • Allocation

    The total contribution in the second funding period of the EEA and Norway grants is EUR 1.798 billion. The allocation to Poland amounts to EUR 578.1 million including the Donor States' grant management budget and the Beneficiary State (Poland) grant management budget.

  • Recipients

    In general, the applicants can be private or public entities, commercial or non-commercial, and non-government organisations established as legal entities in Poland, as well as intergovernmental organisations operating in Poland.

  • Programmes

    Under the Norway grants and the EEA grants the funds are channelled through a dozen or so programmes (areas of support). Within the scope of a given programme it is possible to obtain funds to implement projects similar in terms of subject matter. Among the programmes there are numerous areas of support which were also included in the first funding period of the Norway grants and the EEA grants. First of all, the following should be listed: environmental protection (including renewable energy), protecting cultural heritage, health, scientific research and scholarships. In addition, there are programmes related to the Schengen Area and home affairs, including criminal justice system (imprisonment) and violence prevention. As in case of the first funding period, a specific focus was placed on strengthening civil society. Certain new topics emerged, such as decent work and tripartite dialogue, as well as self-governments' cooperation in the scope of region development. Institutions/organisations specialising in specific areas are in charge of the implementation of each programme, e.g. Ministry of Health manages the health-related programmes. Those institutions play a role of a so-called Programme Operator. Within the framework of some of the programmes the Programme Operators cooperate with certain entities from the Donor States.

Reduction of heat loss via thermal performance improvement of public utility buildings located in the Cegłów Commune

The project objective covers the improvement of thermal performance of public utility buildings and the promotion of activities associated with energy saving and environmental education in the Cegłów Commune. The project should result in the improvement of thermal performance of four public utility buildings, the replacement of one heat source, the modernisation of the central heating internal installations and internal lighting replacement with energy saving LED solutions.

Activities planned:

  • 1. The School Unit in Cegłów: thermal performance improvement of external walls (walls: 1,884 m2; foundations: 210 m2), renovation of ventilation systems, replacement of the existing lighting with energy saving LED solutions.
  • 2. The Cegłów Commune Office: thermal performance improvement of external walls (walls: 580 m2; foundations: 210 m2; attic: 100 m2), renovation of ventilation systems, replacement of the existing lighting with energy saving LED solutions.
  • 3. The School Unit building in Piaseczno: thermal performance improvement of external walls, woodwork modernisation or replacement, modernisation of the central heating internal installation, replacement of the existing lighting with energy saving LED solutions, heat source (boiler) replacement.
  • 4. Sports hall in the School Unit in Piaseczno: thermal performance improvement of external walls, woodwork modernisation or replacement, modernisation of the central heating internal installation, replacement of the existing lighting with energy saving LED solutions.
  • 5. Information and project promotion.

The project implementation shall contribute to the protection of the Cegłów Commune environmental values due to the thermal performance improvement of public utility buildings, energy consumption and CO2 emission reduction, which will also enhance both environmental sustainability and economic growth. Activities of this type shall be promoted among the Commune and country residents to raise social awareness related to the benefits of project implementation under the European Economic Area Financial Mechanism support. The project shall also contribute to the attractiveness of the 'Green Cegłów Commune' as a tourist destination through indirect environmental protection.

4. The sports hall building at the School Unit in Piaseczno: thermal insulation of external walls, ceiling thermal insulation, replacement of windows, modernisation of the central heating installation, lighting replacement.

5. Information and promotion activities: promoting benefits of the implemented project, EEA programme promotion.

The project implementation shall contribute to the protection of the Cegłów Commune environmental values due to the thermal performance improvement of public utility buildings, energy consumption and CO2 emission reduction, which will also enhance both environmental sustainability and economic growth. The final results shall be updated in the course of works.
